Popocentro
By Mario Fernando Prado
El Pais, Cali, February, February 21, 2011.
opinion column http://www.elpais.com.co/elpais/opinion/columna/mario-fernando-prado/popocentro

willfully evades So go downtown and every time I do end up between angry and sad. Sorry to say, but the center of Cali, with few exceptions, is a pigsty. In vain did

pedestrianising Cayzedo Square, now converted into a more proper hawking around a gallery of the worst kind, that of a city that prided itself on being the second of Colombia and is the fourth that the peels.

the extraordinary efforts made by the municipality to fix the Plaza Mayor and many businesses and merchants, and even individuals, have not been to the anarchy that reigns there. It is a scene of informal doing what comes pleased, under the rule of law of the jungle with little signs that manage platforms and sectors.

However, the above is not the worst. It happens now that the center has become a public toilet disgusting, foul and smelly. The orinadera poposiadera and produce, in addition to the stench, a revolting spectacle. It is rare to come across puddles of urine and excrement in front of the Cathedral or the National Palace.

And there, in the center, live and sleep hundreds of homeless people who eat fish to dig rubbish bags of garbage littering the sidewalks permanently empty and to top it, make their needs making this space in street latrines .

To make matters worse these poposiaderos are located along the sides of La Ermita (Incidentally, when did we turn?), The Park Poets, the old building of the Caja Agraria and even Plazoleta San Francisco, creating buzz-unfair for others-like a bystander said Cali is back eme eme and smells.

To wash and clean these junk using 50 thousand liters of water daily which is dumped at dawn through tankers that often does not give crude. The water cost three billion dollars a year and could be used to irrigate all the green areas of Cali, or to provide the precious liquid to more than two thousand people daily.

There are two considerations that I want to share with readers: the one refers to the authority, if you know what happens and where it happens, does nothing, because the poposiadera continues and increases, and one wonders, what about the civic guards ? Why not put them to control these excesses? Were not created and paid for, among other things, instilling civic culture?

And the other is that after the collapse of the Avenida Colombia, which we have given more importance than the Titanic, what will happen to the vast Plaza of the Cali in the 3d and Reinders show beautiful spaces for walking the city? Did vendors that grow and grow which shadows when the sun sets, do not have the eye to that new arena for their activities, otherwise protected by the state and not become a far more ventilated poposiadero overlooking the hills and the cleansing touch of sea breeze along the route of the cliffs? +++++

The white gazebo
Aura Lucia Mera
El Pais, Cali, February, February 21, 2011.
opinion column http://www.elpais.com.co/elpais/opinion/columna/aura-lucia-mera/mirador-blanco

remember five years ago. Maurice's dreams Vivianne Armitage and her daughters, Christine and Patricia loving mom smile seemed unachievable. A quixotic dream almost impossible. Working with the community of Siloam and white paint, build a gazebo, a teatrino, and so return to this neighborhood, originally formed by miners came from Barbato, displaced by the partisan violence that were settled gradually and continuously in the western slope Cali to survive, work the mine and offer their families a present and a future away from the blood and atavistic hatreds already bled the country.

The urban Cali always gave back to this community. For Christmas cement citizens looked up and remarked that these humble dwellings were "nice" because it seemed to stall. But that was all. Over the years, Siloam stuffed himself with problems such as lack of opportunity, the indifference of successive municipal governments, unemployment, lack of recreation that plunged its residents in the lower self-esteem, resentment and anger. Siloam Christmas crib, became a symbol and source of insecurity. Youth gangs, combos rival assassins, apartamenteros, addicted to drugs and trafficking in them. Siloam
seemed
have a future. As if he had been denied the right to the streets sunrise. Many inhabitants of a side they dared not go to the other for fear of being killed. Prevailing fear, pessimism. I think they felt that there was no chance "on the earth."

suddenly comes 'Pintatón'. Sidoc, at the hands of the New Light Foundation and the Cultural Centre Network, with support from the leaders of the community, initiated the change. "To fulfill the dreams we have to paint them, giving way to the physical transformation of the urban and social sector of our city, for so many years left and stigmatized.

"I Siloam love. And You? "Is the question that makes you Siloam Cali, from the walls of the Mirador. Revived the sense of belonging. Increased self-esteem. Young people began to feel that their lives did have a future, homes are filled with potted flowers and, well, what was once an abandoned lot, prone to landslides that have claimed the deaths of five people, was opened last Saturday as the meeting point of cultural, recreational, social. Siloam Cali gives him the most beautiful viewpoint. From its large terrace you can see the horizon privileged of our Valley. The development of the city. The infinite possibilities of seeing our city under other prisms. Fanalca Foundation gave a park full of flowers, trails and playground for children. Engineering companies, architecture, social workers and the community managed to turn the dream into reality.

A flag of Colombia, raised to 40 meters high waves rocked by the breeze from the sea. The dreams were dressed in white. Four thousand homes radiate its light over the city. Siloam is opened as a tourist destination, craft, meeting and development. Gone are the fateful years of despair and pain. Cali is required to watch this community with admiration, respect and integrate. Walking along its steep streets. Reaching the top of the Mirador. Cherish the vines bloom. Siloam us an example. Thanks Maurice, Vivianne, Christine, Patricia. We have just demonstrated that with the community, dreaming together, we can build a better Cali.

Cito back to Gonzalo Arango: "... Fold your hands in our hands, so that the world is not in a few hands but all hands" ... because ... "One hand one hand not two hands ... are clasped hands ...". Caleños, let us join hands. Everyone Cali.

IN THE INTERNATIONAL YEAR OF FORESTS

larch SUGGESTED THAT ARE DECLARED WORLD HERITAGE

Minister National Tourism, Enrique Meyer, at the request of Mayor Alerces National Park, Ricardo Perez and Mayor of Esquel, Rafael Williams, has begun the formal process of application to UNESCO.

definitely is to launch efforts to ensure that the population of larch Alerces National Park, be included in the Tentative List of UNESCO World Heritage Sites Site in order to prioritize their conservation status.

In this regard it is considered that the ancient forests of larch fully comply with the requirements for a declaration as World Heritage, since the site's natural beauty is combined with the characteristic of being long-lived species that is necessary to keep and unique example of ecological processes of evolution of an ancient plant community.

The International Year of Forests, declared by the United Nations, to draw the attention of all citizens of the world during 2011. It aims to increase the recovery and conservation efforts of the global tree stands and remember that an essential part of global sustainable development, thanks to the economic, sociocultural and environmental factors that provide.
Alerzal For the millennium, we are talking about one of the oldest forests in the world, who for 73 years is protected by the national state through the national protected areas system. It's a simple equation: if there is no protection on the larch wood, most likely because ancient giants did not exist.

Alerces National Park was created in 1937, and one of the main reasons for its establishment was the existence of the largest and most notable of larch forests in the country (a total of 7371 hectares, corresponding to 35.7% the total area occupied this species in the Republic of Argentina) Studies came to determine that some individuals may exceed 50 meters high and 4 meters in diameter and have ages ranging around 3,600 years old, the second being the larches world's oldest species.

Inside the Park, the larch forests are in the categories of maximum protection Zona Intangible, that is to use maximum restraint. Only supports the scientific or educational use regulated in the latter case through sustainable tourism in the context of the management plan of the protected area in question.

The city of Esquel, which is 45 km from the Park Maintenance is the most important town in the area in terms of infrastructure and communication services, and from the tourism point of view, is the distribution center more important for visitors to the park. By way of background, it is noteworthy that the initiative for the registration of larch forests as World Heritage Site it was found municipal interest (Statement No. 06/03) by the City Council of Esquel in 2003.

While the greatest percentage of larch forests in Argentina are in a national reserve system and conservation, particularly in the Parque Nacional Los Alerces, it is necessary that this system of international protection scope as that result from the declaration as World Heritage Site of such forests.

Previous analysis on the future classification of larch forests highlight the significant impact that the declaration of World Heritage will have on the development of tourism activity at local and national which would increase resources for conservation .-
